How would I write a scan in which the closing price is x % below a 50 day moving average ?

    May not be the best way...but this would give you all that are 25% to 35% below the 50sma...You can narrow it down and add your other criteria:

    [today's close <= today's sma(50,close) *.75] and [today's close >= today's sma(50,close)*.65]
