how to find hi's and lo's in sequence

in Scanning
I thought an intriguing approach would be to find a stock that hit is FINAL low, and then track it as it hits its FIRST hi, for from experience that FIRST HIGHS tend to repeat themselves over time, just like FIRST LOWS.
In this case I am looking for the FINAL LOW, and then the FIRST NEW HIGH THEREAFTER which then should lead to more new highs
