You might be able to do something with SCTRs and Bollinger Band Width - test for a high SCTR, maybe > 80 and a very low BBWidth - maybe min 21 (meaning lowest value in last 21 trading days - 21 trading days is about a month), so BBWidth would go inside the min function min(21, BBWidth(??)).

You can select indicator items from the drop downs under the scan window on the scan workbench and then edit.
