  You want to use the min( ) function to get the lowest value over a period of time.

  So, for the min function, you add the lookback period first, and the data item second
  
  and [close > min(20, Kelt...) // I forget Kelt syntax
  
  If you want the first time the close crosses, use the crossover operator "x"
  
  and [close x min(20, Kelt...) // I forget Kelt syntax
