Actually, I think the closest thing in SC is the Raff Regression lines on the Annotation tool, although it doesn't seem to be identical, and it's not configurable:

This might be what you're looking for.
Use the Std Dev indicator and overlay a price channel on it. The price channel will be of the Std Dev values for a set number of periods.
