Is there a way to scan for the most shorted stocks?

    As far as I know, there is no short interest data available to the scan engine. Also, there doesn't appear to be a scan language term for short interest either (as there is for market cap and outstanding shares).

    It looks like this data is released bi-weekly, which isn't bad, but no doubt it changes daily, so its not very timely.

    Finviz.com has a rudimentary short interest scan for free, members can customize it. I'm not a member so I don't know if it will do what you are asking.
