scan for a new 20 day High with no 20 day high in the last 90 days

    This is not exactly what you are asking for, but I think it picks up the kind of situations you might be looking for (first sign of strength after long period of weakness):

    and [close > 1 day ago max(20,high)]
    and [1 day ago max(90, Fast Stoch %K(20,1)) < 80]

    Note there aren't many situations like this (no twenty day high for 90 trading days) this so you will sometimes (maybe often) not get any hits.

    You might get more hits with [close = max(20, close)] instead of close above the previous high, but close above high is a sign of pretty strong buying, especially with good volume. Your choice.

    You might also get more hits with a shorter period, like 63 days (about three calendar months of trading days). 90 trading days is about 4 1/2 calendar months.

    The second line says, there has not been a close above the 80% level of the 20 trading day range in the last 90 trading days.
