From the explanation, it looks like you could filter normal MACD with ATR, except that ATR is not normalized, so one cut-off level would not work for all stocks. So, you could set up a chart list with ATR and MACD, and determine a horizontal cut-off line on ATR for each one. But you couldn't scan the list for crossovers. You could probably set up individual alerts, though.
