If you go to the StockCharts Pre-defined screens page, there is a scan created already for 52 week highs and 52 week lows. If you are a Extra level member, you can edit that scan by clicking on the upper right of the results page "Click here to edit this scan" and it will open that scan in the Advanced Scan workbench. You can edit the scan to meet your needs there.

For example, the New 52 week Highs NYSE scan is below:

[type = stock] AND [exchange = NYSE] AND [Daily SMA(20,Daily Volume) > 40000] AND [Daily High > Yesterday's Daily MAX(253,Daily High)]

Note that the scan is called 52 week highs but the data it's looking at is daily data. You can change the 253 to be any number you like. You can change or eliminate or add any other criteria you would like to this scan and run it and/or save it to your account.

As most indicators are related to the stock price ( a few are looking only at volume) any indicator could also be added or substituted for the high/low look. Some people like Stochastics, some like William %R, Bollinger %B, etc. You would just need to change the defaults to be looking at multi-year time periods.

On daily time frames the max period for an indicator appears to be 600. You can change daily time frames to be weekly by adding Weekly in front of the indicator. Change to monthly by adding monthly.

You'd do the same thing for the multi-year Lows. Start with the New 52 week Lows report and then modify as you see fit.
